			<content:encoded><![CDATA[<p>The woman was leaving the parking garage at the east side of the hospital&#8217;s campus when someone threatened her with a weapon and stole her purse.
<p>The victim of the January robbery described the attacker as a black man, about 5 feet 9 inches tall who wore dark clothing. </p>
<p>Lynch said the most recent attack seems to have been committed by a black male, about 5 feet 8 inches tall, weighing between 140 and 150 pounds. He was wearing a “black hooded coat, red shirt, dark pants and tennis shoes,” and had a shaved head.</p></p>

<p>SAP AG (SAP) and <a href="http://www.bloomberg.com/quote/005930:KS" title="Get Quote" class="web_ticker">Samsung Electronics Co. (005930)</a><br />
are teaming up to make mobile devices running <a href="http://www.bloomberg.com/quote/GOOG:US" title="Get Quote" class="web_ticker">Google Inc. (GOOG)</a>’s<br />
Android operating system safer to use as corporate tools,<br />
according to people familiar with the matter. </p>
<p>SAP, the largest maker of enterprise-management software,<br />
and Suwon, Korea-based Samsung will present their plans next<br />
week at the <a href="http://topics.bloomberg.com/mobile-world-congress/">Mobile World Congress</a> in Barcelona, said the people,<br />
who declined to be named because the details aren’t public. The<br />
cooperation will include e-mail encryption as well as making<br />
handsets compatible with device-management systems that remotely<br />
update software and can operate phone functions such as<br />
switching the camera on and off, one of the people said. </p>
<p>The partnership is SAP’s first deal of this kind with a<br />
maker of Android phones and follows agreements with <a href="CN" class="web_ticker" title="Get Quote">Research in<br />
Motion Ltd</a>. for the BlackBerry platform and <a href="http://www.bloomberg.com/quote/AAPL:US" title="Get Quote" class="web_ticker">Apple Inc. (AAPL)</a> for<br />
iPhone and iPad devices. Samsung, which was the second-biggest<br />
smartphone manufacturer behind Apple in the fourth quarter, is<br />
aiming to sell more handsets to corporate clients after the<br />
Android platform became the most popular operating system for<br />
smartphones. The company’s mobile-device portfolio includes the<br />
Galaxy Nexus smartphone and the Galaxy Tab 10.1N. </p>
<p>“Companies need more pre-configured tablets and<br />
smartphones which comply with their advanced security<br />
requirements,” said Ulrich Trabert, a software analyst at<br />
<a href="http://www.metzler.com/metzler/servlet/segment/startSite/" title="Open Web Site" rel="external">Bankhaus Metzler</a> in <a href="http://topics.bloomberg.com/frankfurt/">Frankfurt</a> who has a “sell” recommendation<br />
on SAP. “Naturally, SAP is looking for a partner who is<br />
dominant on the Android platform.” </p>
<h2>Pick Your Device </h2>
<p>Samsung spokesman Jason Kim confirmed that the two<br />
companies will make a joint announcement in <a href="http://topics.bloomberg.com/barcelona/">Barcelona</a>, but<br />
declined to give details. A spokesman for Walldorf, Germany-<br />
based SAP declined to comment. </p>
<p>Samsung rose 1.4 percent to 1,197,000 won in Seoul trading<br />
today. SAP shares declined 0.8 percent to 49.25 euros as of<br />
10:13 a.m. in Frankfurt. </p>
<p>Handset manufacturers benefit from the so-called<br />
consumerization of <a href="http://topics.bloomberg.com/information-technology/">information technology</a>, in which people use<br />
technology gadgets for both personal and work tasks, and as more<br />
companies allow employees to pick their mobile device of choice. </p>
<p>SAP added technology to help bring its software onto<br />
smartphones and tablets by acquiring Sybase Inc. in 2010 for<br />
$5.8 billion. Growth in revenue from mobile applications is part<br />
of the German company’s strategy to exceed 20 billion euros<br />
($26.5 billion) in annual revenue in 2015. </p>
<p>Apple passed Samsung to become the world’s biggest<br />
smartphone vendor in the fourth quarter on surging sales of its<br />
iPhone, researcher Gartner Inc. said this month. Google’s<br />
Android software ran on more than half of all smartphones sold. </p>
<p>Global sales of such handsets that can handle business e-<br />
mail and streaming video increased 47 percent to 149 million<br />
units, according to Gartner. </p>

<p>Samsung will demonstrate, stand in hall 5 at IFSEC 2012, its ability to support installers and system integrators with Smarter Security solutions.  </p>
<p>“Smarter Security is primarily about how customers can upgrade from an analogue system to an IP and network based solution in the smartest possible way for their businesses with the help of Samsung,” said Simon Shawley, General Manager, UK and Ireland for Samsung Techwin Europe Ltd.  “We want to prove to installers and systems integrators, as well as specifiers and end-users, how they can choose Samsung IP equipment and be confident it will meet, if not exceed, their expectations.”</p>
<p>A key objective for Samsung during IFSEC 2012 will be to take the mystery out of installing an IP and network solution and by doing so, demonstrate to customers that with the correct advice and guidance, they need not have any fear of embracing what is truly an exciting technology that offers so many benefits. Not the least of these benefits is the opportunity to gain maximum advantage from the latest HD megapixel cameras.  </p>
<p>The Samsung stand will be packed with interactive product demonstration areas where visitors will be able to try out the latest IP and network video surveillance and access control technologies, many of which are unique to Samsung.</p>

			<content:encoded><![CDATA[<p>East Texas Medical Center Tyler is taking steps to increase its level of on-campus security, including the immediate deployment of more security staff members.
<p>&#8220;With recent events, the security department has also evaluated on-campus security associated with cameras and lighting. To that end, we have made improvements to our overall system and will continue to upgrade our security technology,&#8221; said Art Chance, vice president of operations, ETMC Tyler. &#8220;In both incidents that occurred recently, clear video images of the assailant were obtained, which are assisting law enforcement investigations.</p>
<p>&#8220;Maintaining a safe environment requires that everyone remain vigilant and on guard,&#8221; Chance said. &#8220;Employees and visitors should be aware of their surroundings at all times and report any suspicious individuals loitering on campus.  ETMC security escorts to and from vehicles are available to anyone on request.&#8221;</p>

			<content:encoded><![CDATA[<p>EDWARDSVILLE &#8211; Cameras in the criminal courts will be controlled carefully, which may assuage the concerns of some people that the new policy may subvert a fair trial.</p>
<p>&#8220;It will all be done in a very coordinated way. It will rule-driven,&#8221; Chief 3rd Circuit Judge Ann Callis said Tuesday.</p>
<p>She said she applied last week for the criminal courts in Madison County to participate in a pilot program to allow cameras in the court. It will take some time before anybody knows whether Madison County will be accepted.</p>
<p>&#8220;I think it will be beneficial to the courts for the public to know how the justice system works,&#8221; Callis said.</p>
<p>She said about two-thirds of the states now allow cameras in courtrooms.</p>
<p>The camera policy was decided by the Illinois Supreme Court. Circuit courts must apply to put the rule into effect locally. Trial judges will retain control of whether and how the cameras are used.</p>
<p>Chief Justice Thomas Kilbride announced Jan. 24 that the court would invite circuit courts to take part in the experimental program.</p>
<p>&#8220;This is another step to bring more transparency and more accountability to the Illinois court system,&#8221; Kilbride said.</p>
<p>Illinois has allowed cameras in the Supreme Court and the appellate courts since 1983.</p>
<p>Callis said it would be up to various media outlets to select a media coordinator to work with the courts to bring the process about. There will be only two video and two still cameras allowed at one time, she said.</p>
<p>Madison County State&#8217;s Attorney Tom Gibbons said he is &#8220;cautiously positive&#8221; about the idea. He has noted some problems in other jurisdictions that allow cameras but is willing to adapt.</p>
<p>&#8220;First and foremost is to ensure that the policy does not interfere with the pursuit of justice,&#8221; he said.</p>
<p>Trials should be a means of getting at the truth, and nothing should be allowed to interfere, he said.</p>
<p>Some witnesses don&#8217;t like to be identified, much less put in front of a camera; however, he said, prosecutors will be able to work with the judges to ensure that a witness&#8217; fear of being photographed does not restrict what comes into evidence.</p>
<p>Working with possibly skittish witnesses and coordinating with the recording process will be a challenge, he said.</p>
<p>&#8220;It certainly will put an extra burden on the State&#8217;s Attorney&#8217;s Office,&#8221; Gibbons said.</p>
<p>Every witness will have to be told about the possibility of being recorded, and allowances will have to be made for those who want to remain out of sight of the lenses, he said.</p>
<p>Defense attorney Steven Griffin said he is cautiously positive about the rule, as long as provisions are made to reduce the pressure on witnesses and jurors.</p>
<p>Madison County Public Defender John Rekowski is a solid opponent.</p>
<p>&#8220;I think it is a terrible idea,&#8221; he said.</p>
<p>The rule will not create more understanding of the process, as advertised, he said.</p>
<p>Instead of giving a complete picture of the process, cameras in the courts will give only snippets, crating a misunderstanding of the process.</p>
<p>&#8220;It&#8217;s sensationalism at its worst,&#8221; he said. &#8220;It will result in a very distorted understanding of the process.&#8221;</p>
<p>Rekowski said the mere presence of cameras could affect the behavior of everyone involved. It brings to mind a law of physics, he said: &#8220;The act of observing something changes it.&#8221;</p>
<p>Madison County Sheriff Robert Hertz said he doesn&#8217;t like the idea, in general, but he can see some good in it, if it promotes public understanding of the justice system.</p>
<p>&#8220;Personally, when you stick a camera in front of me, I get nervous,&#8221; Hertz said. &#8220;I don&#8217;t see how anyone can stay cool, calm and collected in front of a camera.&#8221;</p>
<p>He called the policy a &#8220;double-edged sword.&#8221;</p>
<p>However, the sheriff said he would work with the courts, if the pilot program is approved. He would not allow his recently enacted security rules against cameras and other electronic devices in the courthouses to conflict with the Supreme Court policy, he said.</p>
<p>The new policy, while unique to Illinois, is modeled after some of the provisions contained in the Iowa Rules for Expanded Media Coverage. In the policy, the electronic camera and audio coverage is described as &#8220;extended media coverage.&#8221;</p>
<p>The Illinois policy gives absolute discretion to the trial judge on whether to allow extended media coverage of a proceeding, notwithstanding a request by the news media. The policy also gives discretion to the chief judge to disallow coverage.</p>
<p>The policy provides that the media, through a media coordinator, must request extended media coverage at least 14 days in advance of the time the proceeding is scheduled, although the time frame may be expanded or reduced by the judge. It encourages media pooling in all regards, and requires media pooling when there are more media requesting extended coverage than the number the judge allows.</p>
<p>In the case of a media member promising coverage of a proceeding from beginning to end, that member of the media shall receive priority consideration for placing its equipment in the courtroom. If the media cannot agree among themselves on the pooling arrangements, extended media coverage will be disallowed.</p>
<p>The policy allows for a witness or a party to object to a request for extended media coverage, but it is not intended that such objection, while in the discretion of the judge, will be granted automatically.</p>
<p>In prosecutions for sexual abuse, or when sexual abuse is an essential element, there will be no extended media coverage of the testimony of a victim, unless the testifying victim consents. An objection to extended media coverage by a testifying victim in any other forcible felony prosecution, and by police informants, undercover agents and relocated witnesses, shall be presumed valid.</p>
<p>The policy also prohibits media coverage in any juvenile, divorce, adoption, child custody, evidence suppression and trade secret cases, as well as in any court proceeding required under Illinois law to be held in private.</p>
<p>Extended media coverage of jury selection, the jury and individual jurors also is prohibited under the policy. Any decision by a chief judge or judge to deny, limit or terminate extended media cover-age is not appealable.</p>

<p class="arcticle_text">CAPE Town’s surveillance camera network is set to receive a R3 million boost, expanding along Main Road in Rondebosch and Mowbray, and including UCT, which was rocked a few years ago when students and two staff members were murdered in the area. </p>
<p class="arcticle_text">This means that there will be an unbroken network of cameras from the city centre to Wynberg. </p>
<p class="arcticle_text">Yesterday. the city’s mayoral committee recommended the approval of R2m from UCT and brewer SAB Miller for the cameras. Each indicated it would contribute R1m. </p>
<p class="arcticle_text">The city said it would add another R1m to the project.  </p>
<p class="arcticle_text">This will fund 14 cameras  along Main Road from Rondebosch to Mowbray. </p>
<p class="arcticle_text">There are 600 cameras in the city-wide network. Of these, 200 are part of the Freeway Management system and another 100 monitor parts of the Integrated Rapid Transit system. </p>
<p class="arcticle_text">JP Smith, the mayoral committee member for safety and security, said UCT and SAB had approached the city following a spate of crimes involving students and academics. </p>
<p class="arcticle_text">Two years ago, UCT medical student Benny Pakisa Moqobane was killed in a drive-by shooting in Observatory. That same year, student Dominic Giddy was stabbed to death. </p>
<p class="arcticle_text">In 2006, Professor Mike Larkin was stabbed in Rondebosch. And in 2008, Kevin Richford, an associate professor of science education, was shot in front of his Little Mowbray home. </p>
<p class="arcticle_text">Smith said the city had been discussing how to expand the roll-out of the cameras to the southern suburbs when the university requested that its area be included. </p>
<p class="arcticle_text">The safety and security department and the city’s transport directorate will contribute the R1m. </p>
<p class="arcticle_text">This recommendation will now go to the full council for approval. </p>

<p>DALLAS — Increasing security on the Dallas Area Rapid Transit light rail network is a move the agency had no choice but to make.</p>
<p>&#8220;The key message is that we are paying attention to what&#8217;s going on, and we are willing to make adjustments in our operation to maintain a safe system,&#8221; said DART spokesman Morgan Lyons.</p>
<p>Lately, it hasn&#8217;t appeared that way.</p>
<p>Octavius Lanier was killed after being pushed off a platform into a moving train at MLK Station in November.</p>
<p>In January, another man died during an argument at the Pearl Station downtown.</p>
<p>This month, two innocent bystanders and a DART police officer were shot at the Arapaho Station in Richardson. One of those passengers died.</p>
<p>In all, three deaths over 76 days have forced the transit agency to rethink security.</p>
<p>&#8220;From DART&#8217;s perspective, as I said, we&#8217;re not going to put up with bad behavior,&#8221; said DART president Gary Thomas.</p>
<p>On Monday, DART quietly began adding uniformed police, fare enforcement officers, or armed security guards to every train,  around the clock.</p>
<p>Lyons said DART is spending $41,000 a month to hire 20 armed security guards for the increased enforcement.</p>
<p>It is also putting some of its police officers on overtime and pulling others out of offices to make this high-visibility offensive work.</p>
<p>By the end of next month, security cameras will be installed at all 55 train platforms, Thomas said.</p>
<p>Twenty DART buses already have cameras. Additions to the fleet will come equipped with five on-board cameras.</p>
<p>Trains are slowly getting camera systems as well.</p>
<p>Plus, police have started sweeping through busy stations looking for anyone who appears to be suspicious.</p>
<p>&#8220;There are a lot of citations being written. There are a lot of arrests being made for various reasons,&#8221; said DART Police Chief James Spiller.</p>
<p>DART said the increased security is indefinite to reassure riders that the transit system is safe.</p>

<p>On the 17th of January 2012, under controlled conditions, a variety of CCTV application scenarios and installation environments were recreated at a sales channel event held at Milestone Systems in Denmark.  The participants gauged the performance of four surveillance camera brands and models in four installation and monitoring scenarios. Independent and external industry professionals ‘voted blind’ by giving their structured responses to questions about performance criteria in each environment.  To further enhance the objectivity of the conditions, an independent third party was responsible to count the voting tallies, and the controlled surveillance conditions were the same for all four manufacturers who chose to take part in the event.</p>
<p>High definition and megapixel cameras bring previously unsurpassed performance standards for IP video surveillance through their abilities to deliver high resolution detail and widescreen formats that optimise results. Part of the reason d’être for the event was to highlight what happens when a surveillance camera is challenged by conditions including; intense backlight, extreme low light and other adversities.  The big question to be answered was: which surveillance camera would work best in the most scenarios. It was Panasonic’s network video camera model WV-SP509E that edged out the other video surveillance cameras in the overall majority of instances.</p>
<p>For the four major surveillance camera manufacturers who participated in the event at Milestone’s sales offices in Denmark, the four application scenarios and installation environments presented were: Indoor, Outdoor, Entrance/Exit and Low Light.<br />More than 200 industry professionals from the Nordic region’s security industry attended the event with distributors, installers, consultants, advisors and end users participating. Blind votes were based on additional criteria including; Bandwidth Usage, Image Clarity, Light and Colour Reproduction Accuracy and Representation. </p>
<p>To ensure the anonymity of the camera equipment during the voting, participants were only able to see a number that represented each surveillance camera and brand names were not visible. Each of the surveillance camera manufacturers was limited to bring one camera model to be used in all of the four scenarios to illustrate how the different situations can create varying demands. The cameras were fixed models with a minimum of a 2 megapixel sensor and high definition image quality.  To add extra real-world parameters, each camera was installed and set up using the default factory settings.<br />The Panasonic WV-SP509E is the latest product offering as a part of the WV-SP500/WV-SW500 series in early 2012. The new camera delivers the utmost picture quality in Full-HD 1080p. With full ratification from ONVIF, the specification that defines a common protocol for network video devices including automatic device discovery, video streaming and intelligence metadata, Panasonic promises installers and end users some of the most advanced features and best return on investment available in the security technology market today.</p>
<p>WV-SP509E also delivers up to 1920x1080p Full-HD images seamlessly across data networks through multiple H.264 and JPEG encoded streams for simultaneous real time monitoring and Full-HD recording.  This technology is achievable through UniPhier®, the proprietary Panasonic system LSI platform.  At 1080p Full-HD resolution, progressive scan images are produced at no less than 30 frames per second, enabling security professionals to see every detail and movement necessary to provide the best possible surveillance recording and monitoring and resulting in better delivery of total security management.</p>
<p>All the camera models included in the shootout are supported by Milestone XProtect® video management software via dedicated drivers. Milestone Device Packs are released regularly that include driver support for new models of IP video surveillance cameras and video encoders, to provide feature interoperability with XProtect VMS. This hardware support from Milestone software ensures a wide choice of models available for different installation requirements, which is a key feature of the Milestone open platform concept.</p>
<p> “Milestone Systems thought it would be interesting to hold the Camera Shootout as an example to illustrate the concepts of variability when planning an installation. New models are coming out in the market all the time and Milestone works with almost 100 hardware manufacturers to ensure our software support. Milestone installation partners today can choose from more than 1,000 network camera models when they design security systems for end customers, and new ones become available on a regular basis,” said Raziel Bareket, Country Manager for Milestone Systems in Denmark.</p>
<p>Criteria for a Good Security Camera<br />Video surveillance technology is developing rapidly, but it can sometimes be hard to know what characterises a good security camera. People at the event also identified 5 key considerations when selecting the right security camera:<br />	Look first and foremost at picture quality and accurate colour representation. How true are the colours under varying conditions?<br />	Go for a good all-round camera that produces good images both day and night. How much light does it take to see the image clearly in the dark?<br />	Look at the network bandwidth consumption, which should be as low as possible. If the image data takes up too much of the network bandwidth, it will also require extensive storage space.<br />	Select a camera that can be integrated with other systems such as access control, intruder alarms, fire systems or perimeter security.<br />	Select a recognised manufacturer who has expertise in all components of the camera and a wide dealer network to ensure high quality service and support. </p>
<p>The camera that performed best in the majority of scenarios was Panasonic’s WV-SP509E which is the first in a complete line up of Panasonic Full-HD cameras being launched in 2012 with full availability expected in the market by the end of April 2012. With every detail taken into account in Panasonic’s RD process for the new range of Full-HD intelligent i-Pro SmartHD WV-SP500 camera series, it seems clear that it will be specified by the smartest of installers who are seeking to deliver the very best surveillance available. </p>

<p>FROM his house overlooking the cliffs of Gap Park, Don Ritchie has noticed some things have started to change.</p>
<p>Mr Ritchie, known as the angel of The Gap for talking some 160 people out of committing suicide, believes recent upgrades at the park have made a difference.</p>
<p>The $2.2 million anti-suicide measures, which included curved fencing and a CCTV network jointly funded by the federal government and Woollahra Council, were completed in July.</p>
<p>“We’re not getting as many jumping right in front of the house as we used to get in the past, although we do still get people who try during the day and late at night,” Mr Ritchie said. “It has reduced the number of local suicides compared with what we were getting before. They’ve made the area more attractive and it is saving lives.”</p>
<p>His views were supported by Rose Bay Police. The station’s new commander, Superintendent Michael Fitzgerald, said the improved lighting, fencing and CCTV had assisted police.</p>
<p>Supt Fitzgerald said the network of 14 cameras had been particularly effective, allowing officers to locate people quickly and intervene. </p>
<p>He said the effectiveness of the measures could be judged following “a greater period of review.”</p>
<p>Former Woollahra mayor Isabelle Shapiro, who helped secure $1.5 million in federal funding for the project, is now working with the Black Dog Institute to train the equivalent of surf lifesavers to patrol Gap Park.</p>
<p>“The next step is to train community representatives to do the sort of work that Don Ritchie has been doing over the years,” Cr Shapiro said.</p>
